Professor, Moon Soul Graduate School of Future Strategy, KAIST Abstract This study examines the institutional trajectory of AI-based public administration in the Seoul Metropolitan Government, focusing on algorithmic governance as a structural transformation of state–society relations rather than a mere technical advancement. Drawing on democratic theory, it explores how the integration of AI redefines citizen participation, institutional accountability, and the normative grounds of administrative authority. Methodologically, the research employs a mixed-methods framework that integrates Delphi forecasting, Critical Discourse Analysis (CDA), and STEP analysis to assess both the feasibility and legitimacy of AI adoption in governance. Comparative analyses of Helsinki, Amsterdam, and Singapore illustrate diverse approaches to technological implementation, participatory oversight, and ethical regulation, positioning Seoul within a broader international spectrum. The findings suggest that while Seoul demonstrates notable technological capacity and political will, its institutional mechanisms for accountability and transparency remain fragmented, constraining democratic legitimacy. The study contributes to the emerging discourse on AI governance by proposing that sustainable institutionalization requires embedding algorithmic systems within coherent democratic architectures that ensure transparency, contestability, and fairness. This integration of normative democratic theory with empirical foresight methodologies offers a foundation for accountable and inclusive models of AI-based urban governance.
