The value of research equipment in public R&D projects The case of Korea

Abstract
We examined the relationships between the qualitative and quantitative performance of publications and patents, and the presence and prices of research equipment for R&D projects supported by the Korean government from 2011 to 2014. We considered the presence of prior-year equipment and average equipment prices to examine causality. We discovered that (1) when the equipment was directly constructed using the R&D budgets of the project; it had a positive influence on the performance of both publications and patents. (2) In cases of price of equipment, there were insignificant results in terms of publications, and a negative impact for patents. At the individual R&D project level, it is necessary to understand the input and output processes to secure project accountability and improvements. We believe that the results of this study present a new perspective in public R&D budget allocation and increase performance of R&D projects using research equipment. | |
